I saw this today:

The Open Web Awards, hosted by Mashable.com, are the first ever online, open collaboration awards event, to recognize the best online communities representing web 2.0. This unique approach to an online event is about communities, so we've taken a collaborative approach to finding a winner, enabling other blogs and websites to take part.

I think this is a positive move in motivating people to think about making their sites suitable for mobile devices as winning the award is a good incentive. They say that this initial round of voting will be held across all sites in 13 specific categories from December 6th till December 16th. I think studying the winners and runners up of each category would be a good way to see what actual users think that makes a good mobile site.
